Sir,
It was my hope that the Colonial Office would not again be troubled by the mention of my name as connected with Hongkong official animosities. A protest, which the Chief Magistrate has placed on the records of the Legislative Council, conveying the most unjust and unfounded imputations on my conduct when acting Colonial Secretary, has disappointed that expectation, and it is to you, Sir, his supreme official chief, that I must look for reparation under an insult.
All the Colonial Despatches and one letter on the subject of the Opium Commission Report are before you in Downing Street, and a reference to them will at once convince you there does not exist the slightest justification for the attack made upon me.
